Each year the City Council convenes in advance of the new fiscal year to develop a set of goals, projects, and initiatives to be implemented in the following fiscal year.
The Work Plan is not intended to be comprehensive of all work underway by the City. To help illustrate, an “iceberg” analogy has been used to frame the discussion-the projects and initiatives of highest visibility and priority to the Council are those found above the water line; the myriad other activities such as patrolling traffic, responding to 911 calls, issuing building permits, managing the waste water plant, paying bills, filling potholes, hiring new staff, advising staff and Council on legal issues, holding recreation classes, etc., often are not as visible and could be described as below the water line. Capturing the highly visible projects and initiatives in a Work Plan is an effective way to focus City attention and resources on the right priorities.
